The Federal Assembly of the Arstotzkan Union is the legislative body of the Arstotzkan Federal Government. It was established on 3 March 2022 under Executive Presidential Order 0007 by the First President to reform and unite the Federal Government.

The Federal Assembly is a bicameral legislature consisting of two houses, the Federal Congress (Upper House), which has the task of the reading, amending (if necessary), repealing, and approving bills from the House of Representatives. The House of Representatives (Lower House) has the duty of creating and passing laws.

The Federal Assembly operates for 359 days of the year, from 5 January to 30 December. As of its creation, the Federal Assembly is under the direction of the Executive Committee and has Zion Ormsby as the Executive Chairman.

Currently the dominant party in the Federal Assembly is the Socialist Party of the Arstotzkan Union.

History

In early March 2022, the First President of the Arstotzkan Union wanted to remake the legislative branch of the Arstotzkan Federal Government and have it operate similarly to a parliament. On 3 March, Executive Presidential Order 0007 was passed and formed the Federal Assembly. Which would become the new legislature of the federal government.

When the legislature was formed, it was made up of the Arstotzkan Conservative Alliance Party and the Arstotzkan Social Liberal Democratic Party. However, after the January 2023 Coup, the Arstotzkan Social Liberal Democratic Party, today known as the Socialist Party of the Arstotzkan Union has complete control over the legislature.

Branches

The Federal Assembly is a bicameral legislature and has two houses, the Arstotzkan Federal Congress and House of Representatives of the Arstotzkan Union. Each house has their own duty to creating and passing laws. Like the rest of the Arstotzkan Federal Government, the Federal Assembly (under Article 12, Section 3 of the Government Procedures Act 2023) only operates for 359 days of the year. From 5 January to 30 December each year.

Federal Congress

The Federal Congress of the Arstotzkan Union, often shortened to Arstotzkan Federal Congress is the upper house of the legislative body of the Arstotzkan Federal Government. The task of the Arstotzkan Federal Congress is to read, amend (if necessary), repeal and approve bills from the House of Representatives. It has been operating since 3 December 2020, beginning as the upper house of the Arstotzkan Federal Government until it was joined by the House of Representatives on 7 April 2021.

Since its inception, the Arstotzkan Federal Congress has been a very much unchanged branch of the Federal Assembly. It has continued to operate as a functional 9 seat assembly and has worked hard in its efforts to aid the current presidential administration in passing laws that have benefited the continuation of the Arstotzkan Union.

House of Representatives

The House of Representatives has always been the lowest branch in the Arstotzkan Federal Government. Unlike the Arstotzkan Federal Congress it was founded at the end of the Federalisation of the Arstotzkan Union on 7 April 2021.

When it was created the House of Representatives had eleven seats, this was until 2022. Following the end of the Arstotzkan Union Proper and the beginning of the reforms of the territories, the House of Representatives went down to four seats, one for each representative of the four states.

The duty of the House is to create legislation brought forward by any citizen over the age of sixteen. This is a relatively new law and was only created with the passing of the Government Procedures Act 2023. The law is one of the only entrenched articles in Arstotzkan Law and requires a 67% super majority to remove and no Executive Order or Executive Presidential Order can remove it.

The House can only perform a single reading of a law before it gets passed onto the Arstotzkan Federal Congress for it to be properly amended and edited before approval from the Executive Committee.
