The Co-operative Government of Easway; Ez: Errantousqiellemoch vi Ezerrye; Nr: Den Samarbeidsregjering i Jarneg; Ru: Кооперати́вная Правительство Эзерии; is the administrative body of the Common Union of Easway, a maritime micronation based in the arctic Barents Region. The Co-operative Government is defined through the Directorial Federation Constitution of Easway, which leads through the principles of multiparty collective leadership. It is a semi-presidential system with three federal branches: the United Common Assembly legislature, the National Directorate executive, and the Supreme Court of Easway judiciary. Residents may form direct-democratic institutions known as Popular Committees to influence government policy. Public general elections are held every six months.

The Grand Councillor is the chief of state and of the 7-member collective head of state Imperative Council, a body which also serves as the permanent committee of the legislative branch. The General Director is the chief of government and of the multiparty National Directorate executive. The President is the speaker of the United Common Assembly and has oversight of all its federal commissions. The National Electoral Commission, led by a spokesperson, is independent from the government and regulates elections and public servant conduct.

The Co-operative Government operates through what is termed 'unified legislative federalism', whereby all representatives of the federated third-tier municipal and second-tier commonwealth councils are simultaneously members of the first-tier United Common Assembly. Easway is a mixed system and there is a fusion of powers between branches, especially the legislature and executive. The public vote for representatives and the representatives vote for the National Directorate, the Supreme Court, and the commander-in-chief of the Easwegian National Guard, the Grand Marshal. Commonwealth councils may autonomously pass their own civil laws and serve as their own federated senate for bills proposed by the executive. The municipal councils contained within regulate their education, cultural policies and recreation, planning and may elect persons to sit on committees effecting their municipality.

Easway is commonly described as a polymorphic guided democracy and describes itself as a polyethnic co-operative republic, operating through a communitarian national philosophy known as Easwegianism. Though there are regular free and fair elections, the public often delegate responsibility to the technocratic state, which places importance in education, healthcare and housing. The Constitution is officially market socialist and guarantees labour union organisation, both of which are ad hoc interconnected with the workings of the state. The publicly owned broadcaster Eix - Easway is the main source of news within Easway and is sometimes utilised as the informational arm of the Co-operative Government, described as 'fascinatingly varied in its organisation: both highly socialist yet pragmatic, extremely secular yet overtly pro-religion. Functionally technocratic, it is uncompromisingly anti-imperialist and fiercely patriotic in its service and defence of the Easwegian people.'

History

The Co-operative Government sees its origins in the Provisional Government, which was established by paramount founder Emizerri as Chief Curator, the head of state and de facto head of government, on 19 December 2017, Easway's independence date. It was led as a non-partisan state directed by an alliance of Easwegian nationalists, called the Ouroboros' Serpents of Easway; Ez: Chaape lei Hervicourei vi Ezerrye (C.H.E.; who ran on an officially multi-ethnic doctrine. The Provisional Government was adhoc, running through revolutionary trial and error and was authoritarian, leading through a self-state temporary philosophy of guided democracy. C.H.E. was led by an alliance committee and established People's Committees to largely handle local affairs. Whilst C.H.E. had characteristics of a party, it did not have ideological preference and can be best characterised as a quasi people's militia/ideological civil service, which protected the independence of Easway during the early revolutionary period.

The Provisional Government was succeeded by the Mutualist Government at the establishment of the Directorial Federation Constitution on 14 January 2020. The Ouroboros' Serpents of Easway was disbanded and parties were legalised, with the succeeding Mutualist Ouroboros Party becoming Easway's first party.

One of the first priorities of the Directorial Federation Mutualist Government was creating a taskforce for policy regarding dealing with the new outbreak of COVID-19. The municipal directorates established mutual aid teams to decide and implement policy for the possibility of a COVID wave entering Svalbard, although were hindered by their lack of autonomy in implementing joint-policy, due to policy having to be confirmed by the Governor of their municipality, who had contradictory views of how to deal with the pandemic. During the Mutualist High Government era, the head of state, Chief Co-ordinator had far more limited power and was distracted by dealing with governmental infighting and an emerging far-right element named Kingdom - 1925. Nevertheless, Emizerri was able to co-ordinate joint COVID policy through 'Operation Thunder-wave' on 20 March 2020, which briefly outlawed tours and banned entering or leaving the country, save for necessary economic supplies.

The experience of COVID led the Government to be re-organised, and the Imperative Council was created on 25 May, which merged the High Government with the head of state branch to manage federal affairs, whilst the National Directorate and its divisions were granted large amounts of governmental autonomy for their success in COVID mutual aid teams.
